One rat eating more than the other

I have brother rats. One is quite overweight and the other is normal weight. I have decreased the amount I’m feeding them in hopes the bigger one loses weight but I worry he’s still eating a lot and the other one is getting less. Does anyone have advice?
 
I've run into this before and there's no easy answer. Especially with males and females, it seems IME that the males believe they're entitled to more food and tend to get fat as a result. If there's a bullying aspect, you can try to feed the smaller guy outside of the cage, but they often don't want to do that.
