corncob bedding is too absorbant, affecting humidity and can cause health problems such as ring tail particularily with young rats during the winter.

There are many reasons rats may scratch with parasites being the most frequent problem.
But it could also be stress, allergies, dermatitis/eczema, a fungus such as ringworm, a build up of buck grease.

Edit: I would check the humidity level to make sure the air isn't too dry.
Many of us use humidifiers for our rats in the winter.
