Fleece cage liner and magnets?

Hey Rat pack! I got a question.
So I've been using fleece for my bottom cage liner with a litter pan in the corner.
Thing is, the girls nudge and move the fleece, making a big mess!
The bottom pan is wide and metal, so I was thinking of laying down magnets, but I don't want them to chew the magnets and get sick.
Your thoughts?
 
I would not use magnets.
They may cause several health issues and if able to hold fleece in place, they would have to be fairly strong
Not only might they chew them, but magnetic fields cause health issues

Rats will also burrow under fleece
You can try tucking the fleece under the pan, placing things on top of it in the cage corners such as a litter box, sew elastic strips on each corner that would go under the pan to hold the fleece down etc
But if they are determined, nothing will stop them
