It looks like the incision site is on the inside of her lower right leg (correct me if I'm wrong). I would not bother with a collar for her. As long as the muscle layer is intact, the skin will eventually close over. If she has good pain control with an anti-inflammatory like ibuprofen or metacam, and a decent antibiotic, she should recover from this.
If the fluid is just a seroma, then it will eventually resorb. If the swelling is an infection, then it hopefully will drain out at some point. It's highly unlikely that her tumour has returned so quickly.
You don't necessarily have to see an exotic's vet, as long as the regular vet is willing to investigate what should be done and learn. Maybe talk to your friends who have critters and see if they have someone they really recommend if you want a second opinion.
 
im taking her to a vet nearby i usually go to. i only went to the exotic one because it was cheaper to do the procedure. i will update you all tomorrow. thanks for all the help everyone. i have written down all of the medication you guys have suggested!

I can say cheaper is not the better option. My cheaper vet cost me 1500 in repair surgeries. Go with who you trust with your rats.
 
I totally trust lilspaz's call of a seroma. But if you can, have the vet check to be sure there is not a deep internal abscess, Then do the warm compress thing to bring any other bad stuff to the surface. Sometimes even routine surgery can be a problem in someone who is not routine.

PS, with the weekend coming up if you are able to spend it with her you could put her in a small cage beside wherever you are and keep the collar off and a moms-eye on, just put interesting things like anything that could be a hideyhouse (boxes) and other new toys there while you do your thing. It'll distract her from her stitches unless there's something going on deeper.
