Should her sutures be dissolved by now?

Yes. Sometimes you can feel knobs under the skin for a while for the internal sutures, so don't worry about that. But any external sutures should be gone. If they haven't dissolved, then they need to be removed as they have passed any need of being there and only contribute to a low grade irritation/infection and prevent final healing.
