Have you checked Goosemoose? They are manly USA and may have rescues listed in your area in need of homes.
He needs at least one friend to live with.
If he is a baby, then rat(s) younger then 12 weeks would be easiest for you to intro because they would be babies so you would not need to do gradual intros.

Have you checked kijiji and craigslist, or rescues and shelters?
