nervous male.....what to do?

I rescued bizou about 2-3 months ago from AMR rescue. After quarantine I introduced him to my boys without too many problems. he was nervous but I figured it would eventually die down. There weren't any major fghts. But when ever a rat touches him from behind or the side he jumps, turns and squeeks. I'm guessing there are a few minor fights he has some scratches on his tail and body.

My question is, do I wait it out to see if it goes away? I was also thinking of steralizing him and introducing him to the females, but I'm not sure if it'll actually solve the problem. Another option is just giving him less friends. I have a critter nation simple that I'm not using, I could put that cage together for him and a very submissive boy.

What should I do?
 
If you can afford the neuter and have a good vet, I would do that. I had a very skittish boy and after a neuter, he became much more relaxed.
Where are the scabs? Could there be mites in the colonies? That can cause grumpy rats.
