Baby rat not sociable

I recently got two young rats (maybe 7-8 weeks old). One of them is very sociable and calm.

The other one is not. He is not sociable at all. He runs away all the time and never wants to be pet or held.

I let him run around and then he just hid and we couldn't find him for hours. He was hiding. But the other one was not hiding.

Finally when I found out where he was hiding, it was almost impossible to get him cause he was hiding underneath all this junk and furniture. I feel like he just hates humans or something.

Is there anything I can do? Will he ever change?
 
Find out what his most favourite treat is and always give it to him when you see him. That helped me a lot with my first rescue rat.
She's obsessed with mealworms, it really helped her get used to me and warm up to people.
Other than that, i'd just take it slowly, might be months before he is more outgoing, if ever. Some rats are just shyer than others, you just need to build up his trust in you.

He sounds like a normal active little guy.
Rats have different personalities and babies are especially active .... like human toddlers they want to be active not held.
As others said, it sounds like he just needs a bit more socialization.
Wearing two shirts and putting him down your shirt between the two shirts as suggested is a good idea.
Putting a cloth with your scent on it in their cage will help them get used to you.
Lying on your bed (if they can't get off) with things on the bed for them to explore and hide under and then allowing the boys to run around, explore, climb on you etc will also help them to get used to you.
