Squishy flat tail tip?

I was giving Hugo a cuddle yesterday and noticed the end of his tail is like...squishy...almost as if it's hollow for a couple of centimetres. What is that? Does it mean he's undernourished? Or just a sign of being old? He's already starting to look pretty skinny and pointy where his bones are more defined...(he's 2 years 3 months old). I've started giving him and Mako a bit of these joint chews for dogs with glucosamine to try and keep them moving, but I'm worried the younger boys are hoarding the food and not letting him and Mako have their fair share.
 
I have noticed my elderly rat often get this funny flat tails, its like the fat reserves are gone and the tail squishes. I have never noticed a health issue to coincide with it though :nod:
