Ranger's behaviour

Ranger is approx. 4 months old and was rescued along with his brothers in January. He is very tense physically, has a strong startle response (as do his siblings) and he frequently becomes hyper and races around like he is terrified, although I am unable to detect anything that might cause his response. I am starting to wonder if this behavior is some type of seizure. What are your thoughts.

Unfortunately I can't.
But he doesn't have any breathing issues so it isn't that.
He does this inside the cage and when he is out for play time

Well he could have done sensory perception disorder. Or just awful anxiety. It might not be seizures.
