Is this playing behaviour or dominance?

My 2 girls maggie and milly were introduced not long ago.. they had a hard time picking who was going to be the boss. They became alright but still seemed unsure of eachother in the cage.. for the first while when Id let them out to run around.. milly would get all hyper and run up to maggies face and bite her cheek, not enough to bleed or anything just enough to annoy maggie and make her sqeak. If maggie ignored her shed run up and bite her face again and run off.. almost like she was trying to annoy her or force her to chase after her? Ive just never had a rat that would keep running back and forth to bite the others face.. shes do it like.. 4 or 5 times a minute.. after they beame closer itseems to not happen as often..
 
I've deleted the other two... must be a glitch somewhere.

I've seen rats do this a lot. In some cases, it did look like it was part of dominance but only kind of like "keeping the rat in line" and they wouldn't run up to the rat to do it, they would do it if the rat was close to them. But the running and biting over and over, that sounds like part of playing to me.
 
she was acting very hyper when she did it so I was thinking it was just her way of trying to get maggie to chse and play with her maybe
