Help with Rats---Don't know if they are playing or fighting!

If anyone can please give me some insight I would greatly appreciate it as I am a little worried for my rat. I have two right now, both females. One of the females is always biting and wrestling with the other female. She is always biting down on her tail and the other has gone from squeaking to making a frightening little sound, as if she is in pain and she tries to run away. She has not been bleeding or anything but I cannot tell if they are playing or fighting? Any help would be greatly appreciated!!!
I am a first time rat owner, by the way. :)
 
You may get alot of varied views on this. I've always been told if there's no blood there's no foul but personally I don't like seeing one of my babies get excessively harassed by another. Do they eat comfortably together? Do they cuddle up and sleep together after playing/fighting?
